The "Woo Woo Woo" aka dog barking started in NorCal when TWICE started to come to Oakland arena it was when someone in a chat asked a question to Momo "Momo, can I be your dog" in a Vlive streaming broadcast. Since then, fans bark at all kpop groups/artist now that come to California to perform. Most artist/groups are confused of the cheer and just assume its a good/positive thing. I have seen groups from SNSD to KIOL in California and it definitely started in the bay area.
