It's because each of the children identify as a twin. In most cases, people will usually say a set of twins. You are correct. Twin definition is a pronoun that means two. However, you would need a noun, so you would say twin children. Just like they called the two identical Towers in New York City as the Twin Towers. The moral of the story is that English is weird. 😅
