Most of these "crazy" fans are just dancing and not harassing the idols in any way. Some may have tried to be nice and accidentally been rude (fan throwing a water bottle at IU) and some may have been accidents.
And yes some are actually rude and dangerous fans. I hope the kpop community will grow to be better
