what's the difference between grouping a locator, and parenting a locator under another locator? couldn't they both do the same thing, or is there a benefit to grouping?
Grouping a locator will allow you to freely move the locator. You could parent a locator to another one and use one locator as simulating a group. But that is messy and confusing to the animator. You don't want to have a locator that does nothing but group them and another one that's used to move the object. This is why we use a group, because you can't see it in the viewport.

Any version is fine, but newer versions get you newer tools. You can achieve any creation with any version though. If your software lags might just be your computer specs. Not so much the software version.
