it ll be more easy if u copy the stroke layer and apply Gaussian blur to it and place it on top of the stroke

Wow ...!! You could simply:
- Add new blank transparent layer
- create outer white line
- create copy (duplicate layer)
- change the copy layer to pink color
- blur the copy layer with (pink line) using Gaussian blur effect
- edit lights effect manually
done!

i use this key in adobe animate to change brush size
so its just bractet to change size of brush?
