I’ll still be amazed if those screws lineup properly with the holes you should just screwed them right through the holes. And I don’t know why they don’t use just hex bolts instead of screws that will probably get stripped
One comment, when drilling any hole in a boat, especially the floor, you should always use a drill stop. I just repaired a 1/4 inch hole that the previous owner punched all the way through the hull when he installed a new seat. He couldn't figure out where all the water was coming from.
Should you not have a back plate underneath? Those screws will just pull straight out in choppy water.

What type of glue/caulking is that?
Should add silicone to screw before it was driven in to stop the water coming in from the top too.
