Belarus doesn't allow Russia to send troops via it's border (actually surprising) and trasnistria has like 3k troops. The northern borders way too fenced...
Because firstly the ukrainian army is heavily entrenched in the north. Secondly how are they going to get troops to transnistria? It's on the opposite side of ukraine and is sandwiched by Moldova, a state which hates transnistria. There's no way any planes flying there wouldn't get shot down.
