What if the phone doesn't have the talkback option but voice assistant? The reverse L motion doesn't work
I had the same problem and I lucked into the solution without meaning to. I was messing with my phone so much, trying to get into the settings app and chrome, all the usual stuff, and it got so messed up through my efforts I had to Factory Reset the phone to get it to work right again. I didn't try Talkback right away because I thought it would still be on the voice app, but after a bit I wanted to use the voice app and so, yeah, I hold the volume + - keys together pressed and instead of the voice app Talkback pops up like it's suppose to! I hadn't messed with anything that could have otherwise made Talkbac come back to it's correct place. If you're in a situation where you need not to Factory Reset you phone, I would get hold of Samsung Mobile Support and see what they say first, maybe there's another way to simply put Talkback back in place. Hope this helps!

That’s what am saying you don’t have to update Samsung cloud just use the accessibility option to click on restore the first time the also use it to select the apps you wanna restore
