If Ukraine had not continued shutting off 80% of the water supply to Crimea since 2014, and if the Ukrainian Army had not been shooting and bombing ethnic Russians living in Eastern Ukraine since 2014, and if Ukraine had adhered to the Minsk Accords, maybe Russia would not have had to come in and protect the ethnic Russians.
