The answer is No because if the rich are able to pay, they should pay for an EFFECTIVE implementation. That is why the policy is suffering now as acknowledged by Yaw Osei Adutwum, the current Minister of Education. So clearly, he is talking about HOW it is implemented.
One thing about ashantis is, when it's their own and it's not functioning, what they will say is it's good.
