Trong nhà máy thủy điện, thiết bị cần thiết và khó chế tạo nhất là turbin thủy điện. Kể từ năm 1945 khi xây dựng xong thủy điện đầu tiên ở Lâm Đồng. Trải qua hơn 75 năm, Việt Nam vẫn chưa làm được cái turbin thủy điện nào. Tất cả đều phải nhập ngoại từ Trung Quốc, Ấn Độ, Áo, Đức, Nhật, Mỹ...trong khi đó Slovakia với hơn 5,2 triệu dân cũng có công ty Siapro sản xuất turbin thủy điện. Chừng nào thì Việt Nam sản xuất được turbin thủy điện mặc dù có hàng chục ngàn Tiến sỹ.
