One other poster mentioned it on another video, but it hasn't surfaced online. (The best way to find it would be the Memory Mayhem VHS).
Will since Program Exchange is not around anymore, now Rock and Bullwinkle, Mr. Peabody and Sherman, George of the Jungle and the rest of the cartoons from Jay Ward Productions are part DreamWorks Classics, Comcast and NBCUniversal Television Distribution. So why not DHX Media sell Where on Earth is Carmen Sandiego? and the 1986 animated series of Dennis the Menace to Comcast and NBCUniversal Television Distribution.

In all 2001-2011 airings Of Toy Story on Disney Channel Asia, Star Movies Asia and Playhouse Disney Asia and HBO, HBO Family and HBO Hits Asia, the audio should be in PAL High Pitched version as well as on 2008-2013 airings Of Finding Nemo on Disney Channel, Playhouse Disney/Disney Junior, HBO, HBO Family, HBO Hits and Star Movies Asia airings and 2010-2013 airings of Cars too.

Unfortunately, The Program Exchange just when out of business back in early 2016. It's not around anymore.

When I was a kid in the 90s, 0:01-0:17, used 2 scare me back in the day after watching my cartoons. I liked the logos from 93-08.
