I started learning to drive with a MK1 PH3 Clio from '98 15 years ago and back in 2020 bought one myself from '96. I know for a fact that MK1 used Clios have this issue where if the owner didn't maintain brakes properly and abuse them, drumbrakes would hum like that, break down and eventually seize the rear wheel. On these cars the braking power was "enough" but scarse braking, especially when 2nd or 3rd hand, always means replacing pads (duh!) but also drums and cylinders because nobody probably had done it in almost 25 years. Once done, the whole braking system should not give on you unless it's the master cylinder or (naturally) worn pads. All pieces are still available and cheap anyway.
I have a real soft spot for these! My first car was a 1998 1.2 RL Panache back in 2006, then my second car was a 1997 1.4 S Maxim 1 year later so I recognised those wheels as soon as they appeared! I miss the little S Maxim.
