This is a horribly designed toilet seat. I had to remove this exact model of toilet seat, same exact problem, the bolt just turns with the nut. I don't have an electric saw though, so I used a drill to drill two indentations on the top of the bolt, then used needle nose pliers putting the tips in the indentations to hold the bolt still.
