Those bars are actually for holding or lifting the bike dude... For putting the panniers, there is a pannier mounting kit which needs to be fixed on bike.

It's just that your mic messed up the sound of the exhaust.
I'm 5'10 and I can flat foot this bike sitting on it quite easily. The seat is quite low. It doesn't sit high like the street scrambler 1200.
Those are grab rails. Pannier set has to be installed aftermarket.
