Drago didn't need much to know how to make Toothless fly. Yes Hiccup needed some time to learn but in the first movie. In the second the mechanism was way simpler and all Drago needed to do was move one part of it so he can open the tail
I believe the real reason why drago was able to fly toothless so easily is because it seemed if you looked closely at drago’s cloak, you will see NIGHTFURY scale patterns, so maybe he had seen a night fury before and tried to control it but just killed it after and used it as a cloak instead, probably because the nightfury was disobeying and maybe he didn’t have the bewilderbeast at the time, so he just killed it, and sence he now DOES have the bewilderbeast, it’s easier to control a night fury (Toothless)? *MY OPINION but I would want to know if anyone else has different opinions-*

Feel like him being able to fly toothless was always a reason considering the fact by the time the second movie comes around hiccup made it to where only his peg leg fit inside the stirrup lock
Drago saw how Hiccup ride Toothless so it's easy for him to use Hiccup device, not like Hiccup he doesn't have anyone to watch how to do it, plus he creates that tail, that's why it took him a week to train Toothless, besides Drago already has his own alpha bewilder beast controling Toothless mind so Toothless can be controlled harmlessly, not like Hiccup trained Toothless normally.

Toothless because he has experience and he is cruel. Yes, I will admit but that doesn't mean that he wasn't the villain to begin with
There is the possibility that toothless' saddle was in the position that allows toothless to fly by himself . Hiccup added that setting this movie so he could wingsuit alongside toothless.
If that was the case, Toothless would have flied by himself in the alpha's direction instead of crashing over and over. I personally believe that Hiccup made the pedals more practical so it was easier to use, or that Drago simply learned it anyways, after all he is described as a military genius.
One thing I want to know is, how did he play toothless? The tail wing requires Hiccup's leg to fly him. And, toothless was under the control of the Alpha, which means, he was kind of immune to the tail and saddle. So, how did he fly??
