At least this is a bit safer than many resident lifts in India now. There are governor ropes as I saw in the video. Many home (resident) lifts now in India don’t have governors, I think you can prove it by watching some local elevator company’s video about their lift :-)

It was only turned off. The moment I first stepped into this building, the other one was working and this one wasn't. Then they switched it with each other before I started filming them.

Kinda sad lot of older gated lifts there didn't use governors. Maybe they should just equip them with Governors. I know OTIS did it.

The lift flashes C or L is this some error
No, if it flashes means C, then it means to close the door when it's like fully opened. It shows L only when it's almost shut or locking
