Very brilliant Question! intriguing indeed! Frankly i do not know the exact or the correct answer as of now.
but possible reason could be , the upper part of the face is more sun exposed and prone to damage and carcinogesis.
why above this particular 'LINE' is something interesting to me too! will find out and shall revert 🙂
