Currently I'm receiving both. Just had to do a factory reset. Not inconsistent at all! Just one weird thing, WhatsApp notifications are sometimes delayed and sometimes notifications pop up for new messages even while the chat is open on my phone. I think this is an issue with the WhatsApp wear os app.
