I don't think the hat utilizes all of the GPIO pins. Look up the documentation to see which pins are active and you can use one of those header adapters to expose the unused pins for your additional sensors.
A monitor requires way more power than an LED does. You can't do this just programmatically. You would probably use the Pi to control a relay, which then again controls power to the monitor.
