I take off throttle form my 2004 Suzuki grand vitara and cleaned it put it back on and the vehicle is throttle high. Rev count is at one constantly when the vehicle is started.

I think it should be a faulty throttle position sensor, check it with tester, there are some good videos on youtube how to test it
