I remember working on an Indesign file which was done by another guy and was wondering where this line came. I tried everything I can but was not able to figure it out.. finally, God showed mercy and I was about to find this rule setting. It was the first time, I searched for something in Indesign for that long but happy to find the solution. Did you set the header on its own text frame?
No, it's contained in the same frame with the copy.
