The IJF rule states it is illegal to “dive” head first, onto the tatami by bending forward and downward while performing or attempting to perform techniques such as uchi-mata, harai-goshi, etc. The operative is "onto". They are referring to Tori making head contact with the tatami. It is a rule enforced to protect neck injuries. In this demonstration we see complete control and avoidance of such. This is amazing to watch. My Sensei use to show the advanced students ( not me) these throws back in the 70's.
