My advice,not to depend on just institutes,you should engage the community around you, practice daily conversations one year is very great approtinty if you join deeply into the community , not just concentrate on academic studies Nahw grammar rules and things like that, it's important but your engagement in the society honestly helps a lot. Barakallahufeek. Yes, there are power outages, but they are at different times depending on where you live, so I think it's still feasible to work from home. You would just have to gauge the times to be compatible with your work schedule. It goes off for only 2 hours each day.

What do you mean you can’t live in the west as a Muslim? You can in fact it’s harder to get job in Egypt as a foreigner. Stay in the west people are literally risking their lives to move to the west (from Muslim countries) stay and make as much money as possible when the time comes do hijrah

In the small towns you can pay for rent just Only 50$ , beautiful apartment and study with qualified private teacher

You can get sick any where. If you live in New Cairo, Hurghada or Sharon the food is kept to international standards of hygiene
