In Bethel Springs, TN a cop shot 7 dogs. He ended up quitting, but the TBI is investing him. Apparently, someone called the cops to check on the dogs when the owners were only out for a short time. The dogs were behind a fence and were well carred for.

His defense when they were bloodied up, a dog or deer ran in front of me. Before I knew him well, I went for a ride-along, and saw him do it. The guy was drunk, yep he was a bit mouthy, but the dude was cuffed. I asked him why is he not in the seatbelt, he said he knew the dude was gonna mouth off, all drunks do, and he did not put the seatbelt on them on purpose. 3. I knew an ex-highway patrol. He was in his early 70's when he told me this. He was always bragging what a ladies man he was. Real boisterous, and even told me that everyone is guilty, they just ain't been caught yet. Anyway, he bragged that a woman can get out of any of his tickets if they'd boink him. The dude had been married several times, wonder why. He got big praise from our Governor, he was on many details with the Governor. A very immoral man. 4. A girl I know, went out with a cop in town near me, city cop. She went on a ride-a-long one night. Cop was yucking it up how he treated prisoners. He went down a back road in town, saw a homeless dude, and told her, watch this. He got out and beat the crap out of the homeless dude. She got out then and there, and called her friend to come get her in town. She reported him, the cop kept his job. This same cop went to work for the sheriff dept in my county. He came out here on a complaint, that I was running my strobe light, and a neighbor didn't like that, it was bothering him. Cop come on my property, turned it off. I went outside, seen it off, and turned it back on. I had the scanner on, another call to come back, he was about 2 miles away by then. I met him outside, he was pissed, said I would be charged with obstruction. I told him that light is to keep owls away from my chickens, it blinds them. I had an open top pen at the time. Same cop beat up 2 prisoners in jail about 3 months after my deal, and he got fired. Odd I know that many cops, and all are dirty.

A ticket is a citation for an ordinance infraction. Signing/not-signing it is an administrative proceedure that may result in another citation. IT IS NOT LAW, IT IS AN ORDINANCE AND PROCEDURAL INFRACTION. You know where he lives, if he doesn't pay or doesn't show up to court you get a warrant. Write on the ticket, sus refused to sign, hand it to him and go on your way. FFS you've got a body cam to prove it was issued.

Another pulled me over and searched me because of some imaginary dirt on my DAYTIME headlights. Another because "somebody tried to steal a car near here" a couple of weeks ago. Another pulled me over to ask me where I was going "so late at night." I was harassed one night after helping a girl who worked at a store get her car started for "the way I was dressed" because I had been swimming and was wearing shorts and a rock tee shirt. On and on.
