Damn that last section was so cool, it could really be a great intro! Great video, a reminder that whenever I don't know where to continue the development of a song, maybe the anser is in the motifs that are already there and just try new variations :)

This not the best example of motif development surely. In fact, you develop the motif by repeating and spreading it throughout the melody here and there to define it melodically but more importantly expand it into a whole melody. This guy is just playing a riff over and over displacing the rhythm a bit. Again, poor instruction.
It's just a rhythmic approach, correct, so I'm only focusing on the rhythmical aspect,. So yes, it's not motif development in the original/melodic sense.
