Than the same expert can transfer to another IAS officer office for assistance so rest of the system remain same without any lateral entry....there are so many ways to pave a way...emandaari ki zaroorat hai agar janta ka bhala krna hi hai tho... political parties found legal ways to attain benefit in illegal way! fed up with this system!

Performance based promotion means "maska dalna" to get good ACR rating. Merit cum seniority is the principle where merit weighs more. But when merit comes equal seniority is taken. But merit is ACR rating which is nothing but based on extraneous consideration.
Appreciate your thorough discussion on Bureaucracy. It's a sad state of affairs how an honest/self-less career in Bureaucracy is being sabotaged by various things including Lateral Entry and Specialization.
