With the idea of using unused concepts from SJA Sutekh would've made ALOT of sense to bring back since Sarah Jane had faced him before Edit: Makes me think maybe there were plans to expand the Panteon of Discord in SJA that got rolled into s1

The toymaker told 14 that he made a jigsaw out of his timeline. Maybe he gathered the gods together from the Doctor's timeline then sutekh took over
