Not 100% sure on that one, maybe something to do with low clearances enroute. You can't really treat it like a normal bus.

The decker is on a strict permit from Vicroads, my understanding is it needs approval for which roads it can operate along

CDC's bendies do charter work most of the time, however one operates a route 192 service from Wyndham Vale to Werribee in the mid afternoon.
The Ballarat bendy does school specials in the morning and afternoon. From Sturt Street to Ballarat Station or Alfreton and so on.
