I think you did the equivalent stiffness wrong for the cantilever beam and spring at 12:28. I though you only directly add if it is in parallel

It is parallel. You can try by calculating the potential energy for each beam and the spring. The total stiffness will be ended up with kb+ks.
How do u Decide as to whether to considering summing of P.E or K.E or forces of each element of the system for finding the Keq or Mass eq. ??
K. E. is for rigid body having mass. P. E. is for elastic element which is springs, rubber, etc.
What is the unit for theta in the last case? Radian?
Yes. It should be in radian.
