Your cgpa isn't very poor. It's decent. One way is to contact professors directly and get interviewed for researches, that's where you make your mark and seem rememberable to them. So when you apply, they know you from the interview already. It's a whole process but you still have a shot. I know someone who got into UBC with a 2.7 just because he had a killer essay and explained to the university about why his cgpa is low

Many PG Diploma classes cannot be transferred to Master degree because their course curriculums are different.
