I think Allison is from a different branch of the family, probably one of Isabelle and Francis's younger children/daughters (judging by how distantly she was related to Heather in the pilot). So, yes, I believe she is Thomas's first cousin 7-8 times removed. She is not related to Fanny, and only distantly related to Heather (Thomas's first cousin 6 times removed). George Button was Francis's grandson (based on math), Thomas's first cousin twice removed.
