I've had great success controlling Japanese beetles by going out in the morning when the temperature is cooler and they're more sluggish. Take a small container filled with a bit of water mixed with dish washing soap to break the surface tension, then put the container under the beetle and just knock them into the water. If you wait till the afternoon when the air has warmed up they'll fly away as soon as you get close.
