He is using a talkbox for that noise you were wondering what it was.
That effect is called a voice box that is basically the sound of a guitar going through a tube into the dude’s mouth, he manipulates that sound with his tongue lips etc and then it is picked up in his microphone. Check it out in Peter Frampton and Joe Walsh music etc.
Typically the "Heil Talk Box" is used on guitars for that effect you hear, but in this case, singer Dan Mccafferty used it with a bagpipe. Showing a little of their Scottish roots I guess.
I seen them in concert and it looks like it's done with bagpipes. If you watch some of the live videos you can see the talk-box hose taped to, or extending from the bagpipe mouthpiece. I was a bit let down when I seen it! Sometimes quality video can ruin a good thing. Nazareth still Rocks!

Ohh me ohh my!!, I played the hell out of this song!, and I played it LOUD, my mom use to barge into my room, "Turn that BULLSH!T DOWN!!, lol she use to sound so angry, I have no idea why🤔, that was the extent of my little rebellion, blasting songs with a few swear words in them, never got to see them when they first came out, was too young but saw them on Midnight Special, thats where I got hooked on them, and thats a "talk box", yeah it was an innovation, Peter Frampton, used it, Ray Parker Jr.,(did the "who ya gonna call" Ghost Buster song) used the heck out of it, but a lot of groups started using it, you mentioned how now people sample songs, but back then yeah people "borrowed", other people's songs, but a lot of times mainly what they borrowed was just the lyrics, the arrangement, tempo, sometimes there was a chorus where there once was none, groups at times re-created the song from top to bottom, case in point, Levee by Led Zeppelin is not the song T Bone and Memphis Minnie made, Roll Over Beethoven by ELO, is not the same song Chuck Berry did, Bad to the Bone by George Thorogood is not the same song Bo Diddley did, similar but not exactly, Black Betty, by Ram Jam, Not at all same song Led Belly did, for most of the songs they had been done 40, 50 years prior so they were blues songs, which mostly had slower tempos, one guitar, and not an electric guitar, some of the songs I mentioned , I like more than the original, the updated versions were for me the first time hearing that song ever, Elton John's "Lucy in the Sky with Diamonds, I like more than the Beatles version, it's just little nuances like the keyboards, and sound effects, thats just me, but I may not be the only one. Try some Grand Funk Railroad, awesome, and the Guess Who, "Clap for the Wolfman, American Woman", rusty blues sound, very, very good. The sound that you were talking about is made by a voice tube it is a polyurethane tube between two work orders in one inch in diameter one individual is connected in an enclosure with a speaker that is connected to a guitar the other end of the hose is placed in the singer's mouth directly in front of a microphone and when you strum the guitar the sound comes through the tube into the singer's mouth and into the microphone which provides that signature sound

You make me feel bad for young people today with the lack of original music and just the way that we interacted with music back then. We didn't have all the tech today, so we listened to music and danced a lot. A lot of dancing. We were always interacting with each other and a lot of people from all walks of life interacted and we were all so much nicer to each other. I think that kind interaction brought more people together than this tech that they SAY brings people together. It was just more personal than it is now and I am glad more young people seem to be looking for more of that kind of connecting and that gives me hope for the future of true freedom and liberty.
