Venom would never do that as Venom and Carnage hate each other. There was a Carnage comic I have in my collection I think It's called It's a beautiful life or something where a group of scientists/psychiatrists enter Carnage's mind. Carnage literally dreams about torturing Spider-Man and there's a gruesome panel where he keeps beheading Spider-Man over and over again.

You haven’t truly read the comics bro. There is a difference between evil and insanity. Carnage kills without motive (no rhyme no reason), but Norman has cured himself of his insanity and still tortured Parker. Attempted brain washing, fake Android parents, that whole kids of Gwen Stacy (retconned thing). That’s just for starters. You see murder in itself is not evil. If I shoot what I believe to be a deer does that make me evil? Norman makes others beg for death, death is the sweet release, and he will never give it to them. Carnage on the other hand: he doesn’t care killing is just daily routine. In all honesty he is basically a run away truck speeding down and infinite mountain at full speed. Just stay out of reach and you’ll be fine. If you step in it’s way you know it will be over soon. With Norman you have no idea what he’s gonna do or how long he’s gonna enjoy it. Ps. I love both Carnage and Green Goblin as villains.
One particular Spider Man "villain" I recall (if not by name) was that scientist from the 1970s who "created" the villains called the Kangaroo and Will-O'-the-Wisp.

I agree that either Dr. Octopus or Venom should be Spider-Man’s arch enemy. But never Osborn. He’s overrated, only revived most likely for shock value to salvage the Clone Saga. Bringing him back into Spidey’s life was bad enough. Making it worse is suddenly having him able to challenge Tony Stark and Dr. Doom intellectually in the Secret Invasion/World’s Most Wanted/Dark Reign and Siege arcs. The Green Goblin definitely deserves the top spot!
Probably second to Carnage.
