There's a lot you can do I would recommend checking out our optimization checklist that should give you a few ideas. You could also look at your search impression share lost due to budget and search impression share lost due to ad rank. Those two metrics should give you a decent idea of where your account is at. If ad rank is low chances are you'll need to make more ad groups with more specific ad copy so that google deems it as relevant.

Unfortunately.. some types of ads has restrictions and you cant make matching keywords headlines.. i.e.. repair bussiness and some other like them.. are being afected by the policy "Third-party consumer technical support" thats mean.. you just cant put into ads copy or headlines some kinds of keywords
