We do matriculation at Charles Uni (Prague) as well, but no fancy gowns, we just dress up, gather in the ceremonial building, take an oath and shake the dean's hand..
There are a few shops in Oxford that sell them. You can buy the full outfit or just bits. I got my top, skirt and ribbon from Primark and my cap and gown from Shepard and Woodward. Colleges also have second hand sales and I’ve even seen some on Vinted and Depop
Formal Halls, Matriculation, Sconcing and College Families absolutely! Someone with physical disabilities e.g. needing a wheelchair or walking aid may struggle with some crew date destinations due to stairs (not all of them though). I know at St Peter's their is a lift up to Hall so formals would be fine.
