Regarding your observation that this is not classic rumba from Cuba, that is correct but in this case it is a different kind of rumba-flamenco rumba that comes from the traditional flamenco music of the gypsies from Andalucia in southern Spain. Especially if we turn pay attention to the clapping and stomping that we hear here, which together with the guitars is the sound of flamenco music. So it is justified to have the word rumba in the title of the song.

yea lots of Brazilian music is 2/4 where the second beat is emphasized, a percussion player (pandeiro etc) will slightly mute the 1st, let the 2nd ring out
