There are some similarities but Procreate Dreams is set up for Animation and lacks some of the drawing features of the original Procreate app. And I would say it’s less intuitive to use than Procreate and has a bigger learning curve.

You can definitely use Adobe Animate. The basic premise of the animation can work in any program.
