In my experience Belarusbank and Paritetbank ATMs are commission free.
Payments in state agencies are ONLY online using a local online bank. Banks are not always nearby!
Use platform.gov.by for the online registration. It's fun and English version bugs. If your address has an extra building section, e.g. Building 13-1 (and 1 makes a separate building not entrance!) the platform might cut out the "1".

How's the Minsk centre apartment per square flat pricing now compared to 2019 ?
Does it make sense to buy unrenovated or old style apartment in the centre at a low price & then hire a contractor to renovate it completely - can we grab a better deal that way ?
I would buy renovation ready apartment and do the whole thing from scratch. My client in March bought a flat like this, it was in the videos.
