You can soften the plastic with a hairdryer. Use a screwdriver to ease the seam apart in the corner at the side. Wouldn't use a knife. Once its started get some small pliers in there and work it apart along the seam. The plastics thin near the eagle eye part and easy to damage. Better to take it slowly. Is your eagle eyes damaged?
Interesting in deed! Never seen a Action Man figure with movable eyes before. With a little bit of work I think you can put those heads into great shape again, buddy! I've seen your previous work so I know you've got the skills!
Never seen eagle eye action man?Grew up with these in the 70s.Yeah have to buy the flock and make an electrostatic applicator(basically a bug zapper with a sieve) and should be plain sailing.Will give em a clean up and should look as good as new

How do you take the back of the head off?, do you cut it with a craft knife or does it prise apart?

Nope. I only had the one with the sucktion cups that I got sometime in the 90's. Some sort of spy fellow, I think LOL!
