This is from season 7 of the show. Omar is with Joel as a couple here. His last known relationship was with Ander from season 1 until season 4. Ander was gone by the time season 5 started and we don't see him in a relationship with anyone until this season 7. I don't see anything wrong with it.
The show love torturing him, mentally and physically. Season 7 and 8 is the pinnacle of all his sufferings. I wish they would have showed us him in happier time, living life and being loved.
Ander "gave him permission" to be with other guys.. Ander himself said Omar didn't do anything wrong in the Short Stories when Omar found out that Ander knew about him and Malick. At least what he did had reasoning.. Ander had been neglecting that part of their life since season 2. Ander first cheated on Omar with Polo and then with Patrick even when Omar said not to go.
