Yes the arms can operate without arm handle. Seat swivel around and you can transfer from all sides. I got the 4 wheels because of safety issues on balance. Indidnt get a headlight on mine. I chose the 4 wheel because I saw some several years ago fall over in their scooter. I couldn't prevent his fall. That was a lesson for me.
You really don't want to go over a 6 degree incline if you can help it. Most manufacturers state not go over a 6 degree incline for safety. Hope this helps!
