Yes, that's because all those characters weren't in CVS2 after being in SF3. The only SF3 character that was in CVS2 was Yun, and SF Alpha 3 Max added Street Fighter/Final Fight characters from CVS2/Capcom Fighting Evolution that were not in SF Alpha 3 Max, the others namely being Maki, Eagle and Ingrid. (Yes, Ingrid debuted in Capcom Fighting Evolution, a crossover game between SF2, the Alpha series, SF3, Darkstalkers and Red Earth, but she got carried over to Street Fighter, so she's counted as a Street Fighter character.
Maki, Yun and Eagle's sprites were carried over directly from Capcom vs SNK 2 which was designed around the Sega NAOMI board that allowed for slightly higher resolution sprites. Ingrid's pixel art character was designed by a former SNK artist who joined Capcom in the early 2000's so that's why she looks much more like a SNK King of Fighters character.

@@luchloe540 tá, mas isso é um extra do Zero 3 da Alpha Anthology, que só existe no PS2, e esse extra do libera depois que vc termina o outro extra. Tem que zerar o Z3 pra liberar o modo Upper e terminar esse pra liberar o Hyper. Não é essa versão que tá no vídeo, inclusive pq na versão da Antologia não tem os personagens extras do Upper (Maki, Eagle, YY).
MAX actually has a tag system called Variable Battle mode, but I'm not sure if both players can have 2 players to tag in and out or if it's just one player and they team 2 characters against their opponents' 1 character since MAX only has a network vs mode since it's a handheld console.
I wish Capcom would reboot some of the lost/forgotten characters. Ingrid's design is so nice, it's such a tragedy to waste it. I always liked Q as well, but the main issue with them was their bad moveset and slowness, which I think is what would need to be rebooted.

I'm divided between PSP version and PlayStation 2 version (Street Fighter Alpha Anthology). I mean, Ingrid (I like Ingrid, say anything you want) or Shadaloo-ISM? 🤣 GBA version? Only three lame endings...
My two problems: • What the PSP truly needed was Alpha Anthology, not just Alpha 3 with "MAX" slapped on the title. • Eagle, Ingrid, Maki, and Yun added to Alpha 3 made no sense, their sprites look out of place and it caused plot-holes and continuity errors for the plot. (They should've been added to the PS and Xbox versions of 3rd Strike instead).

This game woukd be perfect with a 2x2 system and same mechanics as classic Marvel vs Capcom (dame speed, combo system and speed).
