I've heard the "my target market isn't on social media" for 4+ years; the truth is they are. Literally, everyone is.
They are human beings, and these platforms are scientifically designed to hook us and keep us coming back for more.
You would simply need to spend much more time in the foundational copy phase to better understand the messaging you need to use to attract and convert them, but it can be done.
