the magnet on the first mag pouch is behind the "hip bone" which is an equipment rule, correct? If a magazine is on the magnet, does the front of the magazine need to be behind the "hip bone"?

There is always room for interpretation, and this is one of those.
In the strictest sense, yes it would probably need to be there too
