Thanks! Helped me installing windows-10-update-kb4043961. It was trying to reinstall win10 fall creators update, and failed installing kb4043961, both giving error 0x800f081f. Had to reinstall .NET Framework 3.5 and put Win Update Service on delayed start mode following your procedure, then install kb4043961 manually (downloaded).
