All the brushes are held in the retracted position by air powered cylinders, so in this case, the owner released the air in the system, which allowed the top brush to come down, and also will allow the other 4 brush arms to move freely and be put in the "closed" position.
Do you know what happened to this carwash? I lived down the street as a kid but drove through a couple years ago to see it in it's current state. Wondering why noone bought the property?

There is an R-784 though. Many have been found.
