It is indeed. When in Incarnon form, the Hate shoots projectiles. The melee arcane "Melee influence" then further spreads the damage dealt by those projectiles in a radius. It for sure doesn't look like a "melee" weapon.
if you mean if the incarnon lasts forever, no it doesnt. It lasts for 180 seconds, and when it runs out u have to reach 6x combo and heavy attack to activate it again
