The problem of ssj3 it takes to long to charge and it drain your ki faster as stated by Goku when confronting Majin buu if he use ssj3 his time on Earth would be decreased because it take so much energy. That is why when Goku fight jiren he go straight up gssj from ssj2 because what is the point to charge so much to gain a little advantage.
While I agree that still doesn't work with the fact that ssj4 is weaker than God. Clearly ssj4 should be stronger since gt happened after super not before. Also God and blue is the saiyans way of going into God perspective while ssj4 is the saiyans way of becoming a true saiyan. So by what I just said ssj4 should be stronger than blue and God because a true saiyan(ssj4) has a greater power than a God perspective(ssg and ssb). Also ultra instinct vegeta doesn't exist. Also ultra instinct is weaker than ssj4 but stronger than blue.
